Best Sourcing Tools - Looking for Recommendations

I am doing some fractional recruiting for a non-profit organization (Grant Manager, People Ops Generalist, and Advocates--think trauma informed staff to interact with residents at an emergency shelter).

I have been a TAP for many years and have seen several sourcing tools come and go (like Careerbuilder/Monster). Indeed is the obvious choice, but very pricey as is LinkedIn.

I have not used Zip Recruiter, which I have been told is more tech-based, but recently stumbled across Pin which looks promising since it is very affordable and pulls LinkedIn profiles quickly using AI technology. (I am doing the trial and have a training call this evening.)

However, I also want to connect with active job seekers, not just passive. 

Any insight into which tools are best--and cost-friendly-- for the roles I am filling?
