Caveats Verbiage for Training/ Development Program

We have just started a leadership development program on a small scale in our organization and are already noticing a great amount of interest from employees. However, the program being new and small scale at this point, we want to make sure two things in regard to prospective participants: 

1. That we have a robust, fair and transparent way of selecting the right candidates for leadership development, and 

2. That, whoever participates in the program should not interpret that to guarantee appointment to a leadership position, or a higher leadership role if they are already in a leadership role of sorts.

I am looking for suggestions on:

a) the best practice or tool to use for 1 above;

b) the verbiage to use to prevent the program being misconstrued to guarantee appointment or further advancement to a leadership or the next-level leadership roles, depending.       

Finally, we are using some of the senior leadership team members to create the class content. I also wanted to pick your thoughts on how to ensure the organization is not exposed to intellectual property issues should we keep and re-use materials produced by those individuals, especially if they happen to leave the organization.
