Changing pay scale methods

Currently, our company utilizes an "ad-hoc" method of determining salaries.  Basically, a number within a range gets tossed to a candidate. If the Candidate accepts? Great!  If not, they throw another few dollars per hour at the candidate and try again.

 I am trying to change this to a budgeted, range-based pay structure but, of course, I am getting severe kickback. My industry is also EXTREMELY competitive and getting anyone to give an honest answer of what they pay their people based on position is virtually impossible. 

These are not positions that one would typically find on any comparison websites.  Does anyone have any suggestions on how to obtain salary comparisons for "niche" or "specialized" tasks/job descriptions within an industry?

    We bit the bullet and invested in using PayScale to deal with our compensation structures. Great tool and it gives us real data and gives you all the tools you need to justify pay ranges!
