Assistant Director of HR Compliance, University of Illinois System – Urbana-Champaign

The System Office seeks an Assistant Director of HR Compliance. The Assistant Director, HR Compliance provides direction and expertise for Human Resources and Benefits-related compliance and audit activities for System Human Resource Services. The Assistant Director serves as project manager for activities in support of Federal, State, or University mandates and requirements, and facilitates and leads workgroups on an as-needed basis to accomplish policy and benefits program compliance objectives.

Additional responsibilities include:

1.     Provide direction and expertise to HR throughout the University of Illinois System in complying with requirements of applicable mandates and regulatory agencies through appropriate use of HR systems, policies, processes, and practices.

2.     Oversee and manage System HR Services response to internal and external audits.

3.     Consult with external agencies and internal departments to facilitate and administer activities for audits of HR and Benefits related policies, processes, documentation, and data.

4.     Coordinate auditor requests and collect required information, data, and documents.

5.     Respond to audits and retain response documentation as appropriate.

6.     Communicate audit progress and findings to stakeholders and leadership via written or verbal reports as needed.

7.     Perform internal evaluations of operations, documents, and communications to ensure policies and obligations are followed and prepare for audits by researching subject matter and creating action plans.

8.     Maintain documentation for year over year comparison of audit timelines, response, findings, and follow up.

9.     Serve as lead project manager for system-wide or system office HR and Benefits compliance activities, which may include facilitating System-wide workgroups to prevent or correct audit issues, implement change efforts or new requirements, develop policy, and/or improve processes.

10.   Organize, manage, and plan complex projects; create specific action plans in order to drive resolution of highest priority issues while maintaining progress on others.

11.   Create project timelines and monitor progress, outcomes, and ensure goals and deadlines are met.

12.   Identify and include the appropriate stakeholders and resources for collecting feedback and making decisions and supervise staff on projects as needed.

13.   Facilitate workgroup and project meetings, working closely with subject matter experts throughout the university system.

14.   Partner with key stakeholders to allow for open communication about project status, issues, and key decisions throughout the project lifecycle.

15.   Triage inquiries from employees and other customers and investigate issues to propose a solution.

16.   Coordinate response to Freedom of Information Act (FOIA) requests and to various state agency compliance reports and requests.

17.   Conduct research on state, federal, and internal mandates, as well as peer comparisons and benchmarking, and provide updates to leadership by collecting, analyzing, and summarizing information.

18.   Consult with legal counsel as needed, and appropriately communicate guidance, updates, and changes to stakeholders when necessary.

19.   Represent System HR Services, Policy and Benefits Team while serving on system-wide policy and compliance committees.

20.   Participate in development and implementation of policies and procedures, including recommending changes and drafting new policies and procedures based on legislative and regulatory developments.

21.   Work with Information Management Team to articulate specifications for queries, reports, and metrics to aid in audit and compliance activity and leadership decision support.

22.  Prepare and deliver HR and/or Benefits compliance-related training to communicate requirements and educate others on compliance.

Candidate must possess a Bachelors degree in related field (Masters degree is preferred) and 5 years professional experience in conducting or responding to audits, HR or Benefits project management, HR or Benefits compliance, or experience that is closely related. Other requirements include: ability to handle and maintain the integrity and confidentiality of highly sensitive material and information; excellent written and verbal communication skills; with ability to prepare documents and present or facilitate in group settings; exceptional interpersonal skills, including ability to listen, relate to, influence, and motivate employees of all levels; ability to manage multiple projects, priorities, and deadlines, including under time pressure; proficient with Microsoft Office Suite, and proficient with, or able to quickly learn, a range of general and proprietary technology and applications, including Banner and HR Front End; ability to work independently with a high degree of initiative and independent judgement, as well as to work as either the leader or participant in a team environment; ability to think "big picture" and articulate a vision, with flexibility to change course if needed and excellent analytical and problem-solving skills.

Preferred qualifications include 7 years related professional experience; familiarity with and understanding of statute, eligibility, and benefits of the State Universities Retirement System (SURS), State Employees Group Insurance Program (SEGIP), and/or Illinois Department of Employment Security (IDES); familiarity with, as well as ability to read and understand, HR and Benefits policies, procedures, and state and federal laws and PMP, CAPM, and/or comparable project management certification or SHRM and/or HRCI certification.
