Rehire policy

I am creating a new policy to outline how we will handle rehires to the organization.  We are considering treating all rehires as new employees and therefore not recognizing previous service dates for things like time off and service recognition.  I'm trying to get an idea of how others handle their rehires and specifically if they recognize previous service.  Any feedback is appreciated.  Thanks!
