Fixed Rate for a Job

Hello, I have been asked to look into the possibility of paying PRN employees a flat fixed rate for the job.  For example, $50.00 for a two hour assessment of a client's well being.  Has anyone done this before?  How does it work?  How do you arrive at a rate for the job?  Is there a push by the employee to get the job done in less than the two hour allotted time?  How does this format stack up to FLSA standards?  Any input would be greatly appreciated!  Thanks in advance.
