"Good Faith" Recordkeeping OSHA

If an employer operating w/ more than 10 employees hasn't maintained their OSHA recordkeeping requirements for previous years of operation what would be the recommended number of years that they should go back to create those records as a show of "good faith" in learning the mandated recordkeeping requirements?
