A payroll company employee is struggling with whether or not the way they are paying cell tower workers is legitimate.  Here's the info:  These workers travel throughout a four state region.  They are paid minimum wage, plus per diem for hotel and food, plus expense reimbursements to include hotel and food.  

Does anyone have any insight on what would be the most legitimate means to pay these employees?  Thank you, Donnie Hutchinson
