You can try the local universities (engineering programs), unemployment agency partners such as CareerSource. In most cases they will post the position for free.  You may also try a recruitment firms that specialize in that industry. For project management, you can check w/PMI groups, they specialist in project management certifications (PMP) and education. You can also try LinkedIn as well and local HR associations, many of them will post positions for a nominal fee or even free.
