JOB DESCRIPTION:

The Human Resources Manager operates the Human Resource office. This individual assists to identify, structure, and maintain Human Resource policies, procedures and programs. In addition, this individual will originate and lead Human Resource practices and objectives that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce.

 

This will be a part-time position requiring 24-32 hours per week

 

RESPONSIBILITIES:

Training and Development

  • Develops, implements, and maintains an employee professional development program.
  • Maintains the performance management system that includes performance development plans.
  • Assists with the establishment of an in-house employee training system that addresses company training needs including training needs assessment, new employee orientation or onboarding, management development, cross-training, and the measurement of training impact.
  • Provides necessary education and materials to managers and employees including workshops, manuals, employee handbooks, and standardized reports, as necessary.
  • Maintains employee training records.

Human Resource Information Systems

  • Manages the development of and maintains the Human Resource sections of the Intranet, HR Online software, and ERP system.
  • Maintains employee-related databases and files in compliance with applicable legal requirements.
  • Prepares and analyzes reports that are necessary to carry out the functions of the department and company.
  • Fully utilizes Human Resources software to the company’s advantage.
  • Implementation and management of HR metrics (turnover rates and cause, absenteeism, etc.).

Employee Relations

  • Assists with the development of Human Resource policies for the company regarding employee relations.
  • Partners with management to communicate Human Resource policies, procedures, programs and laws.
  • Assists with the implementation of company safety and health programs. Tracks and posts OSHA-required data and reports, in conjunction with managers.

Benefits

  • Conducts benefit orientations and other benefit training, as needed.
  • Processes enrollments, changes, and terminations of participants in all benefit plans and programs.
  • Recommends changes in benefits offered, especially benefits aimed at employee satisfaction and retention.

Law

  • Complies with and reports to staff new or changing governmental and labor legal and reporting requirements including any related to the Equal Employment Opportunity (EEO), the Americans with Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), Employee Retirement Income Security Act (ERISA), the Department of Labor, worker compensation, the Occupational Safety and Health Administration (OSHA), and so forth.
  • Maintains minimal company exposure to lawsuits.
  • Protects the interest of employees and the company in accordance with company Human Resource policies and governmental laws and regulations.

Compensation

·        Assists with the development of the company wage and salary structure and the variable pay systems within the company including bonuses and wages.

Organization Development

  • Assists with the development of and administers programs, procedures, and guidelines to help align the workforce with the strategic goals of the company.
  • Assists with carrying out of a company-wide process of organization development that addresses issues such as succession planning, superior workforce development, key employee retention, organization design, and change management.
  • Assists with employee communication and feedback through such avenues as company meetings, suggestion programs, employee surveys, newsletters, employee focus groups, one-on-one meetings, and Intranet use.

 

Other Job Functions:

  • Participates in developing department goals, objectives, and systems.
  • Participates in administrative staff meetings and attends other meetings and seminars.
  • Perform other duties as required.

 

Knowledge, Skills and Abilities:

  • Excellent written and oral communications skills
  • Ability to work independently and as a team
  • General knowledge of employment laws and practices
  • Experience in the administration of benefits and compensation programs and other Human Resource programs.
  • Excellent computer skills, including Excel and database management and recordkeeping.
  • Excellent interpersonal and coaching skills.
  • Comfortable speaking to and training groups of people.
  • Requires initiative, tact and independent judgment in non-routine matters
  • Good analytical and organizational skills
  • Ability to practice a high level of confidentiality
  • Mediation experience and skills

 

QUALIFICATIONS:

Minimum Qualifications:

Experience:       Minimum ten years of experience in the field of Human Resources.

Education:        Must have a degree in Human Resources from an accredited four-year

institution.

 

Physical Demands:

The following are some of the physical demands associated with this position. They are included for informational purposes and are not all inclusive.

  • Constant use of eye, hand and finger coordination enabling the use of equipment and writing utensils
  • Sitting – frequently up to 1 hour at a time, occasionally up to 4 hours at a time
  • Regular Typing – frequently up to 1 hour at a time, occasionally up to 4 hours at a time

 

Conditions of Employment:
