Holiday Pay - spanning across two days

Hi All - I'm curious for anyone who has non-exempt employees who start their shift on a holiday (for example a 2nd shift employee starts their shift on Thanksgiving), but finishes their shift on non-holiday (e.g. the Friday after Thanksgiving). Do you provide holiday pay for all hours worked in the shift or simply the hours worked on the actual holiday?

    My approach is to pay the entire shift as holiday pay provided at least 51% of the shift was worked on the holiday. 

    I've seen the other extremes as well:

    a) situations where jobs that are notoriously difficult (e.g. 3rd shift hospital pharmacist) to fill will pay the entire shift as holiday pay if any part of it falls on the holiday. Example: 3rd shift employee starts at 11pm on 12/25 and clocks out at 7am 12/16; entire shift was considered holiday pay.

    b) the situation as described in your post, only the hours worked between 12:00 midnight and 11:59 pm on the actually holiday.

    Comes down to how difficult it is to get holiday coverage and whether that has been cited as a reason for quitting.  The cost of turnover vs. the cost of holiday pay & employee retention.
