Supplemental Workforce?

My company currently only hires full time associates. We are looking into adding a "supplemental" workforce - part-time, on-call, seasonal, and other variations. 

How have you made alternate work schedules succeed in your companies? How do you handle benefits and ACA counts? What are the pros and cons in your experience? What creative schedules have you used and still met production deadlines? How do you recruit differently for unique schedules?
