Position Summary
The Kenton County Public Library is seeking a qualified and experienced Human Resources Director to lead and manage all aspects of the Library’s HR operations. This position serves as a key member of the administrative management team and is responsible for developing and implementing human resources strategies that align with the Library’s mission and long-term goals. The ideal candidate will bring both strategic insight and practical experience in human resources management, while fostering a workplace culture built on equity, professionalism, and continuous improvement.


Essential Duties and Responsibilities

  • Develop, implement, and manage HR policies and procedures in compliance with applicable laws and best practices.
  • Design and lead recruitment, hiring, and retention strategies to attract and retain high-quality staff.
  • Administer compensation and benefits programs and regularly evaluate them for competitiveness and effectiveness.
  • Oversee administrative operations of the HR department, including budget management, and supervise two full-time HR staff members.
  • Collaborate with the Business Office on payroll processing, budgeting, and organizational policy development.
  • Manage the performance evaluation system and support supervisors in performance-related matters.
  • Maintain and update job descriptions and position classifications.
  • Oversee staff training and professional development opportunities.
  • Provide HR-related guidance and support to managers and employees across departments.
  • Serve as a point of contact for employee relations, conflict resolution, and workplace concerns.
  • Ensure accurate and confidential maintenance of personnel records.
  • Contribute to a culture of integrity, inclusion, and continuous learning.
  • Perform other duties as assigned.

Qualifications and Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or a related field required.
  • PHR or SHRM certification required.
  • 5–10 years of progressively responsible experience in human resource management.
  • Comprehensive knowledge of employment laws and HR regulations, including FMLA, ADA, COBRA, and Workers’ Compensation.
  • Experience with HRIS systems, applicant tracking, and benefits administration.
  • Strong organizational, communication, and problem-solving skills.
  • Proven ability to manage sensitive issues with confidentiality and professionalism.
  • Values diverse perspectives and experiences.
  • Proficiency in Microsoft Office and the ability to learn and train others on new technologies.
