Title: Director, Talent Management (Temporary Part-Time)

Department: Human Resources Campus : Hardin Valley Campus; local position Closing Date: Open until Filled Type of Appointment: Temporary Part-Time Pay Rate: $33.18/Hr Work Hours : up to 35 hours Position Summary: The Director, Talent Management has responsibility for leading the planning, implementation and evaluation of activities within Pellissippi Academy, to ensure that professional development needs are met and that programs are aligned with the strategic mission of the college. The Director is responsible for employee development programs that are based on needs assessment data and in response to national trends in higher education. The Director will design, develop, and implement programs around the concepts of skills development and mentorship including staff development sessions with well-defined objectives, small group learning formats, and staff performance of designated skills. The Director also ensures post-session coordination with each staff members department to ensure mentorship, application, and evaluation of skills acquired in the program sessions.

Duties and Responsibilities: 35% STRATEGY AND PLAN

  • Develops strategies that move toward creating a college wide culture of career growth and development; focusing on innovation, problem solving, and customer service improvement and engagement. Collaborates with leadership to design and facilitate change management initiatives increasing engagement to meet strategic business objectives. Provides assessment and analysis of the colleges employee training to develop specific strategies and programs to address the needs in a cost effective manner. Leads training and development strategy and curricula, partnering with the Executive Director, Human Resources and senior leadership. Facilitates the design and delivery of New Employee Orientation and the New Employee Experience for staff, including the development of online support tools for managers and orientation guidelines for new hires that will evolve/enhance new employee program offerings to drive employee engagement Develops and implements on Executive Onboarding process in collaboration with HR leadership and divisional administrators. Identifies internal and external professional community resources to form partnerships for the development of effective training and education programs. Conducts annual training and development needs assessment. Proposes training and development programs and objectives. Develops relevant metrics to analyze and evaluate the effectiveness of programs and services offered ensuring their relevance to the overall mission and both short and long term strategic planning initiatives. Writes and facilitates training courses on soft skill topics that include leadership, coaching and performance management, time management, understanding generational diversity, managing change, and customer service. Designs and coordinates focused curriculums (learning modules) for staff professional development including a supervisors training program. Designs and conducts follow-up activities to increase participants training transfer of knowledge.

    35% ORGANIZATIONAL DEVELOPMENT
  • Leads and engages in organizational development and partnering with the Executive Director, Human Resources and other leaders to identify succession planning activities. Collaborates with the President of the college, Executive Director of Human Resources, and Division VPs/Directors and in the development of a succession plan to include identifying core competencies, criteria for high potential employees (HPE), and development of programming and experiences to prepare HPEs for the next step in their career at Pellissippi State. Analyzes and interprets organizational and change management situations applying adult learning to facilitate those situations. Ensures training programs support the changing needs of the college and workforce, including new initiatives, with an emphasis on current trends and practices. Identifies and develops subject matter experts (SMEs) and trainers and partner with these individuals to deploy training and development programs throughout the organization. Assesses training needs of staff of the college. Design and facilitate training courses based off those needs. Participates in coordination of employee engagement survey to develop strategic actionable items, both short and long term to address areas for improvement in collaboration with Institutional Effectiveness and senior leadership. Continues intentional hiring objectives for the college. 25% DEVELOPMENT AND DELIVERY OF TRAINING
  • Develop a long-term talent management plan consistent with the colleges strategic mission, values, and goals to ensure all employees have opportunities for professional growth and the college is better prepared to implement succession plans and retention of talent. To include developing a marketing plan, coordinating event planning, focus groups, surveys, assessments, and evaluation of program utilizing strategic metrics. Align learning outcomes with goals and values of the institution and the performance management goals of employees. Conduct research into outside speakers and consultants who can support the values and goals of the institutions professional development needs. Identify and plan budget needs to support organizational goals. Negotiate with speakers/consultants to include quality content, appropriate engagement with the audience, clear learning outcomes, and proven track record of success. This also includes working with the business office on purchase orders, contracts and market pricing. Prepare a marketing plan for each year. Work with the Events Department on venue scheduling and event set up. Manage all professional development utilizing learning management software. 5% OTHER DUTIES -Provide backup administrative support in the human resources department. Note: The College reserves the right to change or reassign job duties, or combine positions at any time. Required Qualifications: Bachelors degree from a regionally accredited college. SHRM-SCP, SHRM-CP, SPHR, PHR, TMP, or CSTM certification is preferred.
