Looking for your input HR on Empowerment and Engagement

I'm doing some research on a project and I'd like your feedback/input/experience on the following:

How would you define/identify empowerment and/or engagement within your organization?

I'd love to hear from HR practitioners and how you see this happening, or not, in your companies. Thanks for your insights.
