Location: Blue Ash, OH
Job Type: Full-Time (37.5 hours/week)
Pay Range: $59,100 - $70,000 (commensurate with experience)

At COA, the Supervisor, Human Resources Administration helps build and support the teams who serve older adults and caregivers across Southwestern Ohio. You’ll coordinate critical HR operations—payroll, benefits, HRIS, compliance, and onboarding—while enjoying a culture of trust, collaboration, and meaningful impact behind the scenes.
Summary
This position is responsible for coordinating the daily human resources operations, supervising HR staff, and ensuring compliance with labor laws, funding requirements, and company policies. Key responsibilities include overseeing background checks and screening, payroll, benefits administration, record-keeping, onboarding, and HRIS systems. You’ll be a go-to resource for employees and leaders, helping ensure HR processes are accurate, efficient, and people-centered.
Essential Functions
Staff Supervision
- Lead, train, and evaluate HR staff.
- Distribute workload and manage performance to ensure timely and accurate HR service delivery.
Administrative Oversight & HRIS Management
- Maintain accurate and confidential personnel records (paper and electronic).
- Manage HRIS systems and process HR-related paperwork.
- Ensure all information in HRIS systems is up to date, accurate, and compliant with policy and regulation.
Onboarding & New Hire Coordination
- Coordinate orientation for new hires and support a welcoming, organized onboarding experience.
Reporting and Auditing
- Ensure all reporting is compliant with federal, state, and local rules and regulations.
- Complete regulatory audit requests for ODA, pension, Medicaid, and internal company audits.
Policy Compliance & Implementation
- Interpret and apply company policies and labor laws, ensuring legal compliance in all HR actions.
- Maintain compliance with all funding contracts regarding employee data and information.
Benefits & Payroll
- Coordinate employee benefits programs and oversee payroll administration.
- Respond to outside inquiries regarding employment verifications.
- Prepare HR-related reports for the Accounting department as needed.
Employee Relations & Support
- Serve as a point of contact for employee inquiries regarding benefits, payroll, onboarding, and general HR processes.
- Provide tactful, confidential, and solutions-focused support.
Record Keeping & Data Integrity
- Initiate and maintain record-keeping and retrieval methods in compliance with government regulations.
- Safeguard employee information and ensure data integrity across systems.
Qualifications
- Bachelor’s degree in human resources or SHRM certification.
- Two years of experience in coaching and conducting adult training and understanding of adult learning strategies.
- At least 3 years’ experience in payroll and benefits.
- Demonstrated systems thinking ability.
- Demonstrated experience in organizational development.
- Analytical skills to be able to assess and apply data.
- Ability to lead and influence others toward achieving program goals.
- Excellent communication, writing and presentation skills.
- Tactful, diplomatic, confidential with all communications.
- Ability to adapt to frequent change.
- Good organizational and teamwork skills, including the ability to collaborate and solve problems in a team environment.
- Proficient computer skills including the Windows operating systems, MS Word, MS Excel, data entry and the ability to learn new software applications as needed.
- Ability to travel within the state of Ohio for training.
